Early Rats character ideas. Most of the equipment is assembled from office debris, industrial leftovers, and whatever still works. Nothing is cleanly issued.

Some passes are ordinary civilians pushed toward combat. Others start getting closer to the High Cult, which is a very different level of technology. Still testing where that line becomes visible.
